Local Rules and Conditions of the Competition for 2018 St.Louis Golfweek Amateur Tour

The Rules of the United States Golf Association govern play.  See applicable Notice to Competitors for additional Local Rules and Conditions.  Complete text of Rules and Appendix 1 may be found in the 2018 Rules of Golf.

 

Unless otherwise noted in the Rules of Golf, the penalty for breach of a Local Rule or Condition is:  Match Play - Loss of Hole     Stroke play - Two strokes


Local Rules

OUT OF BOUNDS - Defined by inside points of white stakes or boundary fence posts at ground level or by a white painted line.  When both stakes and lines are used, the stakes identify and the line defines out of bounds.  The line itself is out of bounds.  Rule 27-1

WATER AND LATERAL WATER HAZARD STAKES

AND LINES - When a water hazard or lateral water hazard is defined on only one side, it is deemed to extend to infinity.  When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.

GROUND UNDER REPAIR - Defined by white lines. 

French drains are deemed to be ground under repair.  Rule 25-1

Ground under repair may include areas of unusual damage, including areas where carts or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee.  When immediately adjacent to an obstruction, such area is part of the obstruction.

SEAMS OF CUT TURF (SOD SEAMS) - The Local Rule as prescribed in Appendix 1 is in effect.  Relief is available under this local rule only when such area is declared by a member of the Committee.

WHITE LINED AREAS TYING INTO ARTIFICIALLY SURFACED ROADS AND PATHS - Have the same status as roads and paths, that of obstructions.

WOOD CHIPS AND MULCH - Are loose impediments, unless otherwise provided for in Notice to Competitors.

EMBEDDED BALL THROUGH THE GREEN - Local rule as prescribed in Appendix 1 is in effect.

INTEGRAL PARTS OF THE COURSE - Includes

cables, rods, wires or wrappings when closely attached to trees, unless otherwise provided for in the Notice to Competitors.

STAKES AND SUPPORT WIRE FOR TREES - Are immovable obstructions governed by Rule 24-2.

DISTANCE MEASURING DEVICES - The local rule

allowing distance measuring devices will be in effect for this competition.  A player may obtain distance information by use of a distance measuring device.  If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.) the player is in breach of Rule 14-3, for which the general penalty applies for the first offense and disqualification for any subsequent offense.



Conditions

PACE OF PLAY - A player shall be subject to penalty for unduly delaying play and/or not playing in accordance with the Golfweek Pace of Play Policy.  The highlights are listed below:

• The expected pace of play is 4 hrs. 30 min.

• Any group that finishes behind time and more than 15 min behind the group in front of them will be subject to a 2-stroke penalty.

DISCONTINUANCE OF PLAY - The Note under Rule

6-8b and Optional Condition as prescribed in Appendix I, shall be in effect.  All practice areas shall be closed during suspension for a dangerous situation until the Committee has declared them open.

Note: As prescribed in Appendix I, Optional Condition #4, an immediate suspension for a dangerous situation shall be signaled by one prolonged air horn, or siren note.  Three consecutive air horn, or siren notes repeated, shall signal all other types of suspension.  Two short air horn or siren notes repeated shall signal resumption of play.  The penalty for breach of this rule is immediate disqualification and player is subject to other sanctions from the tour up to and including suspension.

CLOSE OF COMPETITION - The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when the scores have been approved by the Committee.
